Im looking into making a sailboat from scratch?

i have no experience with boat building and am looking for a boat that wont be much more than $3000 and will be fun to sail. so i don't know what exactly i will build but i have looked at the 22' Saphire Coot. but that isnt my set boat to build, and if there is one that will be reasonable for my experience and expense.
