Makers mark on metal Windmill with smoking pipe on each side, probably from holland?

Metal bowl of holland sailboat scenes. Makers mark is a windmill on a house with smoking pipe on each side and the #3381.Bowl has gold finish over what might be brass and floral handles. Bowl has eight sides scalloped. Any help would be appreciated, can't find info anywhere.
