A sailboat is approaching a PWC head-on. What should the sailboat do?

Speaking even more strictly, there isn't any "right of way" on the water. The sailboat, being the "stand on vessel," has the responsibility of maintaining a constant heading and speed. Furthermore, it must take whatever action it can (recognizing its limited maneuverability) to avoid a collision if the PWC fails to behave as it should.
